PM Modi says India will build new civil defence network for evolving security threats

In his 80th Independence Day address, Prime Minister Narendra Modi said modern warfare is no longer confined to borders, with critical infrastructure increasingly becoming a target, making it essential for India to strengthen both its armed forces and civilian preparedness. Prime Minister Narendra Modi on Saturday, August 15, announced plans to establish a new civil defence network across the country, saying India’s existing civil defence systems have become outdated as the nature of warfare evolves beyond conventional battlefields. Addressing the nation from the Red Fort on the occasion of the 80th Independence Day, Modi said modern conflicts increasingly target critical infrastructure such as refineries, banking systems, data centres and other key assets, making it necessary for India to strengthen both its armed forces and civilian preparedness. “It is our responsibility to build a secure India. Whether the challenge is within our border or across, we are ready for all situations,” he said.

PM Modi said the government would establish a vibrant new civil defence network in the coming days to prepare citizens for emerging security challenges. He added that work under Mission Sudarshan Chakra was progressing rapidly and highlighted India’s growing defence exports, saying Indian weapons and defence equipment are now reaching nearly 100 countries. Modi also renewed his call for India to emerge as a global supplier of defence equipment by investing in next-generation technologies.

“We have to become a global supplier by leveraging next-generation defence technology,” he said. He said India should build capabilities in advanced technologies such as drones, counter-drone systems and hypersonic systems while continuing to strengthen domestic defence manufacturing.
