The Indian Railways has increased the penalty for littering on trains and railway premises. In its new notification, the Railways said the fine for littering has been doubled from ₹500 to ₹1,000. The announcement was made under the Indian Railways (Penalties for activities affecting cleanliness at railway premises) Amendment Rules, 2026. The rules came into force from August 24, the date they were published in the Official Gazette. In the new notification, the Indian Railways informed that the words “punished with a fine which shall not exceed five hundred rupees”, were substituted with “liable to penalty of one thousand rupees, and in the event of non-payment of the penalty, the person so failing shall be produced before a competent court having jurisdiction which may impose a fine which may extend to two thousand rupees”. Passengers or visitors are prohibited from throwing or leaving waste at railway platforms, stations, or inside trains except at designated disposal points. The rules forbid several activities, such as cooking, bathing, spitting, urinating and defecating, from being carried out anywhere outside designated areas. Feeding animals or birds, washing clothes, utensils or vehicles, and storing goods on railway premises also fall under this category. Passengers cannot write slogans or messages, paste posters, or draw on railway property and train coaches without prior authorisation from authorities. Authorised hawkers and vendors operating on railway premises are also subject to the rules.
They must keep waste collection bins. The vendors need to ensure garbage is disposed of at designated locations. What happens if passengers don’t follow the rules? If passengers don’t follow the rules, they will have to pay ₹1,000 as fine.

Those who do no pay the penalty could be prosecuted in court, where a fine of up to ₹2,000 can be levied. Station managers, station masters, ticket collectors from the Commercial Department, Operating Department officers of equivalent rank, and other officials authorised by railway authorities can collect the fine under the Indian Railways (Penalties for Activities Affecting Cleanliness at Railway Premises) Rules, 2012.
